[1.16.3 beta] Weather Sensor Inconsistencies

I noticed a couple of problems with the weather sensor.

  1. The regular mode of the sensor only sends out half of a full redstone signal instead of a full one. (The inverted mode still sends out a full signal).

  2. The weather sensor also always sends out half a full redstone signal when it's raining, regardless of whether it's in the normal mode or the inverted mode.

This is intended behaviour. It'll send out half a signal if it's raining but the biome you're in has no rain.
