Are you supposed to be able to? You can't climb vanilla chains, and Quark only uses them for linking carts and boats now, I believe.

Nevermind, looks like this was a Nether Extension feature. Thought it was Quark initially because Quark added all of its chain functionality to vanilla chains, and I just assumed that they added the ability to climb chains also
