The Note playing event is fired not only by Vanilla note blocks but also by various modded blocks that play notes, e.g. the Computronics Iron Note Block. However, quark cancels the event no matter where it comes from. To prevent unintended behaviour, I'd recommend checking whether the source of the event is actually a Vanilla note block and not something else.
