I get the same error. Funny how this is the EXACT SAME PROBLEM someone commented about the other day.

I was having the same issue. @Unhook double check your mod version in your launcher. I'm using the twitch launcher and I noticed when I clicked the basic install while browsing it had actually downloaded the 1.15.2 version instead of the 1.16.3 version for some weird reason. Once I updated to 1.16.3-Quark-r2.4-269 it booted just fine.

Don't know if the download thing is something on the authors side or twitch

Yeah, it was Twitch for me too, installing the old version.
