On updating my server to add quark and quark oddities it crashes. Issues seems to be with loading of the nether and end dims. I have tried removing the 2 dims and letting the server create new ones but no luck. I double checked the jars as well to make sure they are for 1.16.3 (the twitch issue earlier) and they are correct.

... Today is just such a great day for me.. Turns out was an issue in another mods config I miss typed. Not a quark issue.
