[1.16.4] Quark 277 & Pneumaticcraft 84 Datapack Validation Error

Hello Vazkii!
Issue: Can't load any world when using Quark 277, Autoreg 47, and Pneumaticcraft 84 due to datapack validation failure.

Seems to be an issue with the pneumaticcraft fluid tank and the quark shulker box right clock module?
This is an extension of TeamPneumatic/pnc-repressurized#666 - reporting here to maximize the power of collaboration.
Tests were conducted using:
MC 1.16.4
Forge: 35.1.6
Quark-r2.4-277
AutoRegLib-1.6-47
pneumaticcraft-repressurized-1.16.4-2.7.1-84
Tested included attempting to open an old world, or start a new one, ending with the "errors in currently selected datapacks prevented the world from loading" message. Safe Mode, as expected, did not help.
