Like the title says, when you use a resource pack that changes banner motifs, or rather, changes motif resolutions, Quark banner motifs don't show.
Minecraft likes all its banner motifs to be at the same resolution, so any deviation herein breaks banner motifs.
I'll admit I have no idea how one would work around this one, so I can't blame you for not fixing it.
