I noticed while playing with some friends who wanted to collect all the blossom trees that frosty blossoms weren't spawning at all.
After a bit of digging I noticed the icy biome category wasn't implemented in BiomeTypeConfig.java on line 16 in the config restrictions.

Frankly this is a guess to why the saplings weren't spawning but it seemed like a logical issue to at least report for now.
