[1.16.3] Trowel doesn't ignore non-block items

Trowel's purpose is to place a random block that is in your hotbar. However, if you have any tools, food or something that is not placeable in your hotbar, trowel might attempt to "use" it, but nothing will happen. This gets very annoying when you only want to randomize between two blocks but you have to clear out your whole hotbar, leaving only those two blocks.
