Allow saturation based meal tooltips to show even if the shanks are disabeled.

I know suggestions should go on the subreddit, but I don't have a Reddit account and I have an account here.
But anyway, the meal tooltips add some nice flavor even if Apple Skin is installed, but they cannot be enabled independently from the hunger shanks tooltips.
