Grass blocks in taiga biomes default to prairie colors no grass

using minecraft 1.16.5
forge version 36.1.0
had only quark and natures compass installed. quark does the same even without natures compass.
detailed description of error:
grass blocks are incorrect color
trees are incorrect color
no grass grows
I think this is the same for all biomes but I'm not exactly sure because the colors are more subtle. All I know is it's incredibly striking for the taiga.
