When "Better Stone Tool Crafting" is false you can't make tools out of any other stone except cobblestone even if they work in vanilla I suggest you let any stone with the tag "minecraft:stone_tool_materials" be able to make a stone tool when this is disabled and when enabled it allows stones with the tag "quark:stone_tool_materials" to ALSO be used to make tools.

Hello! Quark's moved to 1.18 now-- unfortunately, this means that (unless your bug is critical and/or game-breaking), we're closing support for issues filed for versions prior to it (e.g. Quark on 1.16).
