Since this is may be an issue with vanilla tweaks rather than quark itself, I'm not sure whether to even consider this a "bug" - apologies if this isn't something in your control.

I play 1.18.1 with quark oddities and a few vanilla tweaks datapacks. They work well together for the most part, but in order to use the XP Management datapack (enables right-clicking on an enchantment table with a glass bottle to create a bottle of enchanting) I have to go into the quark menu and disable matrix enchanting.

When I disable matrix enchanting, the vanilla tweaks works as intended, but when matrix enchanting is enabled, the enchanting menu opens when I right-click the enchanting table even if I'm holding a glass bottle.

Matrix enchanting tables are a different block from the vanilla one (they used to replace the vanilla one directly, but that brought a lot of a lot nastier problems). You might need to tweak the datapack for this.
