hello, as the title suggests, the runes are not working for me. i have a creative modded 1.18.2 server that me and my friends play on and the quark runes just wont work

i put them into and anvil with a piece of armor and i just get a red X over the arrow. it cant be exp because im in creative. no idea wut to do, plz help
