When launching I get this error " Cannot invoke Quark (quark) encountered an error during the common_setup event phase java.lang.NullPointerException: Cannot invoke "net.minecraft.world.level.block.Block.m_49966_()" because "block" is null "

I have tried all versions of forge after 41.0.94. I can get 363 working but other mods that I want require later versions of forge.

Try using the latest quark rather than the beta
