[1.19.2 / BUG] Shift + T feature is broken, but /give command for displaying item is working fine.

Shift + T feature on 1.19.2 seems to be broken. Example:
The tooltip is not showing item icon and not howerable at all.
But when I using /give command everything seems to work fine. Example:
