Other tools work as intended, but axes do not properly restock. Instead one of the axes in the inventory is replaced in appearance with an almost broken version of the tool that was just broken. Shift-clicking this ghost tool into the hotbar turns it back into whatever axe was there originally.

Here's a video showing some of the weird ghost items that this appears to create. Note that items don't break immediately and that the ghost item doesn't lose any durability when they do break.
