I cannot get the config to alter the generation of Blossom trees, and BOP biomes don't like to spawn them

I noticed that I was only seeing two of the trees, so I checked the config for the biome tags, teleported to biomes and flew around looking; over about 20k square blocks, I managed to find 1 red, 2 yellow, 0 purple, and 0 blue. All of my attempts to change the biome tags either has no effect or disables their spawning. Also changing the rarity to 50 barely has an effect. I just did all of this testing a second time with a fresh install and quark being the only mod, still seeing all of these issues, but it is multiplied when BOP is installed as well.
Bump - furthermore - regular trees don't spawn for me in vanilla biomes when this happens, but it's only 50 percent of the time.
