Emote position config not behaving as expected

#3996 claims to fix this. It does not.
Quark's emote button conflicts with No Chat Reports icons (which positions are not configurable, you can disable 1/2 but it removes functionality for those who want to use this mod, and the other one still overlaps)
Whatever X and Y values you provide for the emote button the position is changed in unexpected ways. It seems like the Y is just equal to X.
Also the bug that the emotes (when you click the button) do not appear in line but rather shifted right 1 pixel persists.
