The Block Light Detector would be a redstone component which outputs how much light from blocks there is at its location.

Right clicking ("Use Action") on a vanilla Inverted Daylight Detector changes it into a Block Light Detector, doing so again turns the Block Light Detector into a vanilla Daylight Detector block.

When mined, it drops a vanilla Daylight Detector item.
