Hoe's do not take accurate durability damage (when using simple harvest and hoe harvesting)

Minecraft version 1.19.2, Forge Version 43.3.0, Quark Version 3.4-418.jar, AutoRegLib-1.8.2-55.jar
Using Hoe Harvesting, when breaking e.g grass or crops using left click, for the first 10 or so clicks will not cause any durability damage on the used hoe, the same problem exists when using simple harvest, when using any hoe on fully grown crops, no durability damage occurs for a while, and I'm not sure the damage that does occur is accurate, as in the hoes get damaged every time you right/left click on grass/crops.
