Tweak it so hoes (dynamic mod support for modded hoes?) destroy blocks like melons and pumpkins faster than regular tools or by hand, so they are more useful as a direct farming tool and so it makes more sense to make anything beyond a wooden hoe (for faster mining speeds).

"Harvesting Costs Durability" = true (why the hell is this set to false by default, makes no sense?)

It's set that way because breaking a crop with a hoe in vanilla applies fortune, but does not consume durability. So this is replicating that behavior.
