baked enchantments seem to have no effect if the "Display Baked Enchantments In Tooltip" option is set to false
strangely, this only seems to affect certain enchantments - tools with fortune baked into them would have the fortune effect function correctly even when the tooltips were disabled, whereas silk touch seems to not work at all if the tooltips are disabled

this is on minecraft 1.19.2 using quark 3.4-418, along with autoreglib 1.8.2-55
