When vertical planks are disabled, they will still appear as suggested items in tag-based recipes.

Just a quick run-through with all of Quark disabled, the issue isn't isolated to vertical planks.
For just the vanilla recipes, Quark's chests, logs, slabs or bookshelves can appear.

My guess would be that any disabled item currently remains part of its tags.

This is unfixable without significant amounts of hacky code that's likely to cause more issues than not.
