NetherEx allows users to define what mobs can spawn in which NetherEx biomes. If a user were to add Blazes to a biome's entity spawn list and Quark's natural Blaze spawn is enabled and restrictToNetherrack is true, then Blazes won't spawn in NetherEx biomes.
