Emote offset movements do not move outer layer except for head

Using movements like:
move left_arm_off_y 500 .35
will move the inner part of the arm but will not move the outer "sleeve" part. The same is true of the legs and body, but not of the head. Here is an example of what this looks like when both parts of the skin exist:
