This doesn't seem like a bug, it may even seem like a joke, but if you're playing with mods you're gonna be playing with Forge's bucket system. So why even bother making something that looks like a vanilla Bucket?

I don't even have the universal fluid bucket. I assume it only shows up if a fluid is registered?

It replaces the vanilla buckets if enabled in the config, for example Tinkers Construct enables it to match its own buckets.

If you want to put in the effort, you could try and detect the config and choose which version based on that.
