[1.12.2] Lock rotation doesn’t work on most blocks

It works on stairs but not on hoppers, crafters from Refined Storage, and more.

Minecraft version: 1.12.2
Forge version: 14.23.0.2552
Quark version: r1.3-117

Rotation lock should work on any block with a facing property. Hoppers might use something different, so I'll look into it.

In any case, I can always provide an interface.

Works fine on hoppers for me. I'll still add an API hook anyway while I'm at it.
