Players can access protected blocks if they right-click an item frame lying on the top or bottom of it

If I’m in a chunk claimed by someone else using FTB Utilities, I cannot open their chests, but if an item frame is on top of it, I can right-click the item frame to open their chest.

Minecraft version: 1.12.2
Forge version: 14.23.0.2552
Quark version: r1.3-117
FTB Utilities version: 1.4.3

Why is this a Quark issue? Does Quark to something with item frames?

Quark allows you to place item frames on the ground or on the ceiling.
