Forge modifies the vanilla bucket and therefore is not allowed to use the vanilla bucket texture. They've been using their own custom bucket texture for this reason.

The same issue applies to all Minecraft mods containing buckets, including Quark (at least as far as I understand it). You should really change your slime in the bucket item to use the Forge bucket texture.

I'm really just telling you this because I want consistent bucket icons. The Forge bucket looks better than vanilla anyway, even if you think you're in the clear legally. Plus, I think they have a way to make the buckets appear the same for all liquids even if a texture pack is being used? You might wanna look into that.
