I have done many tests, so I can tell you more information. I redone a server, with the mod Quark (r1.4-123) and of course AutoRegLib (1.13-16), and the server launches. So I concluded that it must not be compatible with one of my installed mods (I do not know, but if it can help you). The error message in the console is attached!

This is caused by the conflict of the module "Varied trapdoors". I have this crash too.
