Crash on new world load

I was on a world testing some pack configs when I flew into a chunk and crashed. Since then any new world crashes with the above crash report.
It appears as if you've messed with the config in ways you shouldn't have.
In particular, you set the rarity of an underground biome to zero.
This really shouldn't crash so I'm keeping it open, but you can fix it for
now by reverting that.
