Int-based Chance Skews Precision

For example, World > Underground Biomes > Prismarine > Water Chance can't result in more than 50% water blocks.
I would have expected a Water Chance of 1 to result in 100% water like a flooded cave.
But the real issue is: the higher we want the chance to be, the fewer values we have to work with.
