1.14 Beta - Iron chains turn minecarts into immovable objects

When minecarts are linked together using iron chains, they suddenly can't be moved by anything. Powered rails, pushing, and riding the minecarts all yielded no results. The only way I could get them to move was to connect them after they started moving.
