It says it in the log, but (in my experience) it's supposed to stop loading and warn the player that they need a higher version of Forge.

In this case, it just kept going and decided to not load any of the mods I had installed, despite quark being the only one that needed a newer Forge. Put me on the title screen with no mods loaded.

That's... odd. That's not what happened for me...
