Follow up to #1716, many blocks are still missing from tags or in tags they shouldn't be in.

• #minecraft:planks block and item tags still contained colored planks
• #forge:chests and #forge:chests/trapped block and item tags are mssing the 3 chest variants
• #forge:stone block and item tags include cobbedstone, which should probably be in #forge:cobblestone.
• #forge:stone block and item tags include elder prismarine while it does not include normal prismarine
• #forge:stone block and item tags include polished variants but does not include any other variants
• #forge:supports_conduits block tag includes Vanilla prismarine variants but not elder prismarine variants or slab/stairs/walls of either type.

This issue is still in 1.15
