Banner Elytra adds its own extra layer to the Elytra, which seems to conflict with the one from Quark, even if Dyeable Elytras are disabled. This makes Elytras glitch out and z-fight between the two layers.

(Note, I did make a PR with a potential fix, but since it is a small change I assume it is not needed)
