Glowcelium particles use a float instead of a double for generation, leading to precision loss at high coordinates

Can be tested by creating a platform of glowcelium around 20 million blocks out and noting how the particles always appear at the corner of every second block, sometimes even completely detached from the platform.
Mojang have been cracking down on these high-distance bugs lately in vanilla, so probably a good idea to fix this.
