Server Config doesn't enable or disable features as edited.

Version: r2.1-245 1.15.2 MC Forge: 31.2.0
I've edited the config files to exclude candles, biotite, and include all of the oddities, however, things like candles/tallow and the matrix enchanting are not meeting the config file's true/false designation. Everything else seems to function fine, I haven't checked the end yet, but magnets and such are in the game. I've provided a copy of the server config file to each client (2 people including myself) but have been experiencing a crash related to the enchanting table block (which I have solved).
I've looked through other reports regarding this kind of issue but I can't find any that are similar enough.
Is there a separate config file or location I should be putting the .toml located in config? I've been replacing the default .toml located in the root instance folder's config folder.

But things I've set to true that are normally false aren't in at all. Is there a solution to this? I'd like to use the matrix enchanting, but if the config doesn't matter at all, then what's the point of it?

Is it not part of the main mod? I've screwed up if it isn't.. But considering that the rest of the oddities are in the game without the separate installation, I'd say yes I do. I'll try adding it to the server shortly.

Ah. I see. That's unfortunate. Is there any plan to force this to work in the future? I quite like the matrix enchanting, and I got it to work before 1.13 on a server.
