[1.16.3 beta] Feeding Trough Problem

Animals seem utterly uninterested in the feeding trough. Tried cows, sheeps, and pigs. Simply ignored the trough. Tried feeding them manually after waiting a while, and they could be fed, so that's not the issue.
Just tried it again with fresh cows. Still no interest in the trough. The cows in the vid at this link were freshly spawned in from eggs on creative: https://drive.google.com/file/d/1VE4lXoveJ7RZcrGj45n8hS6yYiM7ebzy/view?usp=sharing
I can't reproduce this, but I can reproduce a different thing. If you hold wheat in your hand close to the cows, they'll try to latch onto you, and won't try to go for the feeding trough.
@Vazkii This is also happening to me. I haven't tried with very many animals, but Pigs definitely are not interested in a trough filled with carrots. I will try on a modpack containing exclusively Quark to make sure it is not caused by other mods.
EDIT: Just tried this with these versions:
Minecraft: 1.16.3
Forge: 34.1.25
Quark: 2.4-269
ARL: 1.6-46
Steps to reproduce:
- Created a profile on the Twitch app using the versions listed there.
- Created a new world in Creative mode.
- Placed down a trough near a group of sheep
- Filled it with wheat
- They don't react whatsoever
