Quark resetting Building options to false no matter what I do, overrides config file

Quark sets the default values for the entire Building category to false even though the "set to default" button makes them all true. After saving changes the file will revert to a state where it thinks it's false but it says true in the actual file. Going in game I can't see any recipes for any of the items and I can't use any of them either. This is present in singleplayer as well as a hosted server on my machine. I have both Oddities and Quark installed and I've shared my config file with my friend on the server, and I've done this before with no issues.

I'll also add that there are zero markers on the check boxes next to any of the categories, and I've just updated from version 279 to see if my main issue was fixed. Also Quark likes to create duplicate UUIDs for frogs, it's been spamming my console since I found an area that allows them to spawn... and places where they can't, like frozen oceans.
I see someone already reported their config issues that are similar to mine after looking for different names; however, my issue only affects the building category and I can use everything else just fine, including experimental features and Oddities. I haven't tested everything of course, but a few things from every category are usable and function, so I assume it all works.
Yeah, but I managed to override it somehow. The config file was being reset to false because it had set the server config Building section to false when I had changed it to true several times before, both in-game and in the config itself. For some reason the last time I did that it decided to stick. I'm really not sure how it did what it did, but this is no longer a major issue for me.
