Ender grass crashes your game when it has no place to go

Step 1: small end stone island in the void
Step 2: place the veggies
Step 3: flood the island
Step 4: HCF
(my guess as to a) cause: the fleeing-water code calls onNeighborChanged. if a plant teleports, the location that it jumps to also gets onNeighborChanged called, potentially setting off other plants. with enough density this can trigger an infinitely recursive loop of jumps
possible solutions:
- one teleport per tick?
- break if teleportation fails?
- idk
