Ticking Player When Putting a Lead on a Fence [1.16.4] (java.lang.IllegalStateException: Could not Access Capability)

Hi, I'm experiencing a rather small issue that whenever I use a lead on a fence or accidently use a lead on a fence that the game crashes as a ticking player crash when the lead is used on a fence block. Here's the crash report and log for when I crashed when I accidently used a lead on a fence;

I have done a test on Minecraft 1.16.4 w/OptiFine to see if I can put a lead onto a fence and then did another test on Forge 1.16.4 35.1.34 (on a new test world btw) without Quark installed and same results that I can't put a lead on a fence but when I crashed quark was installed when it happened so the issue is a feature or bug that I can place a lead on a fence which causes the game to crash as of a ticking player crash. Quark allows us to place leads to fences from the player's hotbar but are we supposed to crash as of a ticking player crash from this small issue or not? Cause I did crash from this when I accidently put a lead onto a fence.
