As you may be aware, McJty has made a mod/Library called CompatLayer, this allows 1.11 mods to be compatable with 1.10.2, I was wondering if you could use this to make Quark compatable with both versions without having to make 2 versions of the mod.

This isn't doable, as quark uses features that only exist in 1.11. In any case, I'm not interested in doing another refractor.
