[Bug] Mega dungeons spawning in blacklisted biomes

Having an issue where Quark mega dungeons keep spawning where they aren't supposed to, I have them set to spawn with a min start Y of -10, and a max of 10, with a few different biome tags used to blacklist where they can spawn.
I know its not an issue with improper biome tagging, because its happening with a vanilla ocean biome, which is properly tagged as an ocean biome.
