I noticed when using the "Ladder Drop Down" feature on the side of a block at the building height limit that it would place ladders down the pillar I was on as expected, but I'd get the error message like I was trying to place a block above the height limit. It also did not consume any ladders in my inventory. I've only tested this in the Nether at this time.
