Sign variants placed on the side of blocks ignore the Variant Selector

Consider the following config entry:
"Manual Variants" = ["slab,minecraft:birch_sign,minecraft:birch_slab"]
While the "slab" variant is selected holding a birch sign, a slab is placed only when building on the top of a block. When building on the side of a block, a sign is placed instead. (Due to #4823, it is impossible to place against the bottom of a block.)
Tests were done using:
- Quark 4.0-454
- Zeta 1.0-16
- NeoForge 47.1.106
- Minecraft 1.20.1
It may be worth noting that when a sign is the variant of another block, it does not exhibit its special behavior when placed against the side of a block, and is always placed as a "freestanding" sign. Additionally, the sign is never writable when it is the variant of another block.
This is also observed with hanging signs.
In the below image, the warped items are variants of a sign (note that the sign replaced the "side of block" placement) and the birch items are variants of a planks block (note that the signs are all free-standing, despite placement.)
