forge on 1.12 vs my computer(referencing issue #532)

I really don't know why or how but every instance that I have, even the Quark modpack("a lot of mods,by the way") is giving me this goddam error https://pastebin.com/Eh4xi4hi !!! I'm using the latest version of java 8(131,both jre and jdk,tested both), the latest version of forge(2407, 2387 also), the latest version of quark(build 101) the latest version of windows(windows 10) and it does still give my this error TºT . my videoboard is: ATI Mobility Radeon HD 4500 Series , processor: intel pentium G620, using the latest drivers. I tried everything that I could imagine, changing forge configs, other launchers, the modpack with only quark on curse,re-downloading libraries, java jdk instead of jre, but nothing worked! i love this mod! i really do! but I can do nothing for now to solve that issue that I'm having(that's not able to be reproduced in you pc D:)
Look, opening the same issue twice does not increase your chances of having it fixed. I'm sorry you're having trouble, but as I've said the previous time you opened this, I don't know how to fix it.
The best you can do is try to start with only quark and ARL and add mods in from there to see where the crash starts happening.
Worth mentioning as well that you can reply to closed issues, there is no need to open another.
i started with only those 2 mods+ forge, and the same thing happened. The log that I posted was from that instance
Your instance comes with a world, which I opened just fine. I then tried to create a new world, which also worked. I tried to load the pre-shipped world again, and it also worked.
I'm afraid the issue is with your system.
OS version: the same, Java version: the same, videoboard: X . Can this be a incompatibility between netty IO and AMD old videoboards?
I don't know if this is a imcompatbility between forge vs my pc or quark vs my pc but there are 2 things that call my atention: "Netty Local Client IO #1/ERROR]: HandshakeMessageHandler exception

apparently the minecraft internal forge server is having trouble getting the modlist
