When a crystal cave generates down at bedrock level and a flat bedrock mod is in use, ores and crystals will generate within the single layer of bedrock, and will leave holes to the void when mined. Ores do not generate within bedrock anywhere else that I have found.

I am using Biomes 'O Plenty, but a quick test on a vanilla generator shows the same issue.
