AFK notification out of sync with AFK players

VER 1.4-123

Enabled Sleep voting and AFK with AFK set to 3 minutes
Constant random AFK spam, even when player is walking along exploring the map.
Disabled AFK portion and set sleep voting to 25%. Still get the random AFK spam.

You need to make sure the configs are synced between client and server.
